Blaschke begins by writing that the radical technology change and improvement in education to make educational technology more cost-effective had not been completed. He outlines the conceptual, institutional, political, and other barriers impeding the use of cost-effective technology in public schools. Two policy perspectives are discussed that offer different approaches to encouraging educational technology use.
