This thesis describes an automatic recognition code system designed for non-stop toll collection (part of Intelligent Vehicle-Highway Systems). The system uses Bose, Chaudhuri, and Hocquenghem (BCH) codes to encode the information. Each code is printed on a tag which is stuck on a vehicle. When passing trough a toll plaza, a video camera takes a picture of the vehicle. A modified fast Hough transform locates the tag. The binary information read on the tag is then fed to a Belerkamp decoder with error-correcting capabilities. At the end of this process, the original decimal information is recovered. In this thesis, the algorithmic approach to the problem is developed and tested on simulated images.en
