A methodology is presented for basing quality improvement decisions in civil engineering design firms upon historical data, statistical methods, and hydrologic modeling techniques. Statistical Process Control (SPC) is a quality management tool that has been used, with great success, in the manufacturing industry for nearly 50 years. The hydrologic techniques used were created by the Soil Conservation Service to generate synthetic storm hydrography. Historical data from an East Texas civil engineering firm are the basis for the research used to determine, chart, and analyze the current system used in the service provided to one of the company's largest clients. The result is the application of a quantifiable method for improving the quality of this service.en
