Abstract
This study addresses recovery and development following a disaster in an impoverished setting. The Texas colonias are chosen to investigate a theoretical model incorporating the vertical and horizontal integration concepts in disaster recovery. Findings from this study indicate an association between stronger integration patterns and a more successful recovery. Based on an overview of the related research in the fields of disaster recovery and development, this study formulates a comprehensive model for understanding disaster recovery and related developmental issues in the light of the vertical and horizontal integration patterns. Specific indicators for testing the model were developed and guidelines for addressing issues of environmental fairness and equality in the colonias are proposed.
