Abstract
The purpose of this study is to analyze the current housing problems in urban Korea and to present a new direction of its housing policy formulation and implementation based on Daegu City's experience. In terms of precedent, there have been no unified housing policies which refine and outline the direction of Korean housing policy programs to be found, except the 1972 National Housing Construction Promotion Act and the National Housing Policy of 1975. These policies also have some short comings which need to be corrected: contradictory policy objectives, unclear definition of beneficiary target groups, omission of financing guidelines, diversified administrative framework, non-participatory policy making, etc. In the survey of actual conditions of Daegu housing policy programs, the author believes strongly that any unified housing policy, which can be based on comprehensive forward planning approaches, should be reconsidered in the local context of national housing policy.
