Abstract
The importance of planning institutions of higher education has been elevated during the past several years. Increased pressures for accountability and limited resources have been cited as being major factors in motivating colleges and universities to develop better planning systems. This study was undertaken in order to determine and compare the proposed, actual, and probable future planning systems for public senior universities in Texas. The proposed planning system was developed from the planning guidelines published in 1968 by the Coordinating Board, Texas College and University System. The actual and probable future planning systems were developed data gathered from six Texas public senior universities. The research strategy for this study utilized the case study method in order that more detailed descriptions could be formulated of the planning systems. Texas public senior universities were selected primarily because of the investigator's interest and background. In addition, most public senior universities have a relatively long history of operations and their clientele, problems, and aspirations are somewhat universal. The six universities were selected based on their student enrollments, scope of operations, operating budgets, physical plants, and their willingness to participate. For a basis of group comparisons and an indication of data validity, two universities were selected from the large, medium, and small groups of public senior universities. Primary data concerning the actual and probable future planning systems were collected during personal interviews with planning officials at each university. Secondary data were collected from catalogs, operating budgets, financial statements, self-studies, and organizational manuals..
