This dissertation presents the results of an initial planning study conducted at the macroscopic level and undertaken to identify and evaluate the alternative roles that intercity rail passenger service might play in accommodating intercity travel demands in Texas. The primary objectives of the study were: (1) to document the history of rail passenger service in Texas; (2) to establish study priorities for major intercity travel corridors in the state; and (3) to identify and evaluate broad alternative approaches that could be used to accommodate the increased travel demand. The evaluation of the rail alternative is presented in a multimodal context. The findings of this research suggest that capacity deficiencies can be anticipated in the two corridors studied in detail. However, it appears that expansion of the highway facilities, not provision of rail passenger service, represents the superior alternative solution.en
