Abstract
The purpose of this study was to identify the tasks which could be considered for implementation or policy formulation to remove barriers which keep the handicapped student from entering or completing Vocational/Technical programs. This purpose was accomplished by: 1. Reviewing pertinent literature and reports of national research and related projects. 2. Identifying the criteria for successful completion of vocational/technical programs in community colleges by handicapped students. 3. Collecting information by use of three rounds of a policy focus Delphi study on barriers, severity of barriers, recommendations for removal of barriers, and feasibility of the recommendations. 4. Identifying the necessary tasks to be implemented and considered for policy formulation. 5. Submitting the tasks to the steering committee for final recommendations. A second part of the study was to compare ratings of feasibility of implementing recommendations of participants with ratings of consumers (handicapped students in vocational/technical programs in community colleges).
