dc.description.abstractPurpose The purpose of this study was to develop an evaluation model which could be utilized to determine the effectiveness of pilot program in vocational education for the handicapped in terms of meeting established objectives of vocational education. This purpose was to be accomplished by testing the model in an effort to obtain relative measures of selected states schools' and state hospitals' success in accomplishing the established objectives of vocational education. The Evaluation Model Following an intensive review of the literature relative to educational evaluation, six postulates were formed concerning the expectations of an evaluation model. These postulates were utilized to form the theoretical base for the evaluation model and related processes developed in this study. A description of the model's primary components, related processes, and selected operational procedures follows: 1. OBJECTIVES: Four objectives were utilized which were universal in nature and expressed desired outcomes for vocational education in terms of national interests. The degree of success experienced at an institution in accomplishing each objective was depicted by an objective achievement score.
