Abstract
Problem. Volumes have been written explaining the various aspects of financing public schools below the college level in the State of Texas. The Texas State Legislature, the Texas Education Agency, the Texas State Teachers Association, and the Texas Association of School Administrators have all made valuable contributions to the existing literature dealing with public school finance. Even though these publications are useful, no single volume supplies all the information a new superintendent needs to acquaint him with the complex field of public school finance. Hopefully, this single volume will fulfill that need. Procedures. Data were collected by a careful investigation of the existing literature dealing with school finances and the methods by which they are to be properly administered. This literature was examined and from time to time discussed with practicing superintendents and business managers. The personal interviews were conducted in order to establish the main topics that needed to be included in this Handbook. Topics were presented to practicing superintendents who identified the most pertinent information necessary for beginning superintendents. ...
