Abstract
The purpose of this study was to design and test, in an actual operational setting, a policy planning model that can be used by the Center for Community Education at Texas A&M University to assist school districts in the early stages of planning for community education. The model is based on organization development procedures that have been used by social and behavioral scientists I both private and public sector institutions to enhance group problem-solving and program planning activities. A policy planning model was defined as a specification of procedures used to collect data and to structure it in a form so that it can be used effectively by the decision makers to examine policy issues and to make judgments about alternative courses of action. The procedures should be sufficiently detailed so that each procedure can be replicated if desired and the anticipated outcomes of each procedure in the sequence can be understood by the consultant and the client prior to implementation. The study was treated in three sections: model design, field test and model evaluation. It was assumed in the model design that the initial planning for community education could be greatly enhanced if policy makers could clearly identify and subsequently analyze areas of agreement and disagreement in their attitudes toward various aspects of community education.
