Abstract
This study identified specific opinions toward the development of an urban river park complex. The study implemented descriptive research (survey technique) and personal interviews to describe the status of urban river park development as it existed in San Antonio, Texas. The major objective of this study was to determine the opinions of selected groups of decision-makers pertaining to the development of an urban river park. The sub-objective of the study was to provide persons involved in urban river planning and management with information pertaining to the recreational development of an urban river system. The research was conducted in San Antonio, Texas because the park-business complex (Paseo del Rio) on the San Antonio River, which is located in the heart of the city, was reputed to be an outstanding development. The variables for which opinions were solicited included: resident and non-resident visitation, economic impacts, vehicular traffic, parking, local transportation, Paseo del Rio entrances, physical development, safety, water usage, future development, property usage, agency responsibilities and authority, and design controls. The study population was made up of the following three groups of decision-makers: 1. Voters: Those persons who by referendum support or oppose certain public expenditures. 2. Property Owners: Those persons who own property contiguous to the developed urban river park. 3. Agency Managers: Those persons responsible for the agencies which control the urban river system. ...
