dc.description.abstractThe Community Development Block Grant Program was established by the Housing and Community Development Act of 1974, and it was put in effect January 1, 1975. Since then, it has become the major instrument for American urban community development. Block grants are made to a community, and the 'community' has the right to use the funding on those projects which will benefit their area. Because of the relatively new status of the Community Development Block Grant Program, or CDBG, community Programs are not yet thoroughly established. Administration needs must be fulfilled before the program can be used to its total potential. The CDBG promises to be an effective program with many advantages over past programs. It is hoped that this program will aid in the improvement of the quality of life in America's urban communities.en
