The initial goal of this research was to develop design specifications for one section of Arlington's generalized work order system, the City Service System. However, during November of 1983 the city planners decided to contract the work to an outside software group. Since my design specifications did not complement those decided upon, the purpose of my research took another direction. I took the initial prototype for the City Service System, HANDITRAN, and redesigned a small part of it for use on an IBM Personal Computer. Currently in use in Arlington, HANDITRAN schedules services and dispatches work orders, as well as generating detail reports for the user departments. This system is being run on an IBM system 3200, a large and somewhat outdated mainframe. The resulting research is a much-reduced system which, due to time constraints, has only a small fraction of the capabilities of the system in operation in Arlington.en
