Abstract
There are frequently problems in arriving at
an equitable assignment of costs to consumers and
producers of utilities. A more equitable assignment
of costs will lead to better operating
decisions which improve overall profitability.
This paper discusses some of the concepts and
considerations which should be addressed and
proposes possible alternatives to move in the
direction of more suitable steam and power values.
