| dc.description.abstract | Marathon's Texas City refinery was subject to five separate EPA regulations in addition to a state program for monitoring and repairing fugitive leaks. The refinery sought an organizational solution that reduced monitoring costs and kept the facility fully compliant with current state and federal regulations.
