dc.description.abstractMarathon's Texas City refinery was subject to five separate EPA regulations in addition to a state program for monitoring and repairing fugitive leaks. The refinery sought an organizational solution that reduced monitoring costs and kept the facility fully compliant with current state and federal regulations. Equally important, the new monitoring program incorporated flexibility for future emission reduction requirements.en
