The investigation documented by this report consists of identifying, developing, and evaluating alternative approaches for estimating sequences of monthly naturalized streamflows at ungaged sites based on known naturalized flows at gaged locations. The ultimate product of the study is a recommended set of flow distribution methodologies for incorporation into the Water Rights Analysis Package (WRAP) model (Wurbs 1999). The objectives of the investigation are: * To analyze relationships between flows from different subwatersheds of river basins and the watershed characteristics governing these relationships * To evaluate alternative methodologies and associated parameters for transposing flows from gaged to ungaged locations * To develop a recommended set of procedures for transposing flows from gaged to ungaged locations for incorporation into WRAPen
