We investigated 40 typical air conditioned buildings in Changsha in 2005, including 15 hotel buildings, 6 commercial buildings, 5 office buildings, 6 hospital buildings and 8 synthesis buildings. On this basis we analyze the relation between types of cold and heat sources and the HVAC area of the buildings. Meanwhile the economical and feasible types of cold and heat sources are pointed out, i.e., oil boilers and gas boilers for heat source, and centrifugal and screw water chillers for cold source based on the electric refrigeration. Among the heat sources, the prospect of gas boilers is better. In addition, the air source heat pump depends heavily on whether some crucial issues such as frost can be solved during its application. The water-source heat pump will likely be applied. Based on the analysis of energy consumption and energy bills, we determine the feasible measures for energy conservation including the aspects of design, operation and management. Among them, special attention should be paid to energy metering and running time of air conditioning systems in civil buildings in Changsha.en
