The following report is a detailed discussion of the OXFAM/World Neighbors housing reconstruction program in Guatemala which began immediately following the earthquakes of February, 1976. This interim evaluation of the OXFAM/World Neighbors housing program was made at the request of Fred Cuny, INTERTECT, a technical consultant to the program. The purpose was multi-faceted. In general terms, it sought to describe the impact of the program on the reconstruction of housing in the disaster- affected area; to determine the effectiveness of educational materials produced by the program; to document the accomplishments, difficulties and deficiencies of the program at this point in time; and to make recommendations for improvements in its current operations and for next year's program.en
