Abstract
In 1988, the results of the PUCT Bulk Power Transmission Study indicated a range of potential cost savings which could result from greater coordination of power transfers among the utilities in Texas which comprise the Electric Reliability Council of Texas. Subsequent investigation also suggested that more potential savings could accrue if long term resource planning was evaluated and integrated with short term operating policies. The definition and design of an optimal electricity supply system must also assess transmission system reliability and provide recommendations for additional facilities which may be required for the optimal use of existing and planned generation capacity. An interim report on the study was issued in May, 1989.
