Abstract
Measurement and Evaluation Protocols will help ensure consistent measurement and evaluation techniques will be used to evaluate a variety of Conservation and Demand Management programs in Ontario when the protocols are adopted later this year. This paper focuses on how the protocols will help provide more transparent information to building owners about the net savings achieved by a particular energy efficiency investment and reviews the best methods available to estimate both gross and net energy savings from industrial energy efficiency programs.
