dc.description.abstractThis paper sets out a step-by-step procedure under which a typical civil defense system might be reorganized and decentralized to form a more community-based emergency response organization. This procedure is based on an analysis of changes in the organization and mission of civil defense agencies in large, industrialized countries where the trend has been to convert organizations set up for civil control following war to civilian agencies with a broader mandate: namely, assisting state and local governments to prepare for, and respond to, a wide range of natural and man-made hazards.en
