A paper presented by Charles Blaschke to the American Research Association, Boston, MA, April 8, 1980. P.L. 94-142, the Education for All Handicapped Children Act, mandates that SEAs and, in turn, LEAs provide a free and appropriate public education to all handicapped children, regardless of the nature or severity of the handicapping condition(s).
