| dc.description | A report on an Educational Staff Seminar speakers' panel headed by Charles Blaschke about performance contracting. The report describes the panel discussion in which Blaschke participated along with three others. Blaschke claimed performance contracting was the catalyst for school reform because it ensures technology is being utilized in the classroom and because it ensures accountability. If students do not perform, the contractor is not paid or is penalized. Blaschke describes performance contracting as a way to assist integration efforts by bringing “low-achieving black students…up to par, then integrate them fully.” Other panel members expressed concerns about sustainability of such educational experiments and that such programs were too expensive. Another concern was about individualize instruction. The results are not yet in. All agreed on the need to be careful about being too focused on tests. Blaschke predicted performance contracting would be dead within 5 years because enough learning systems would have been proven to work, and companies would no longer be needed to sell their techniques. | en |
