Description
An early draft of a policy manual for Title I of the Elementary and Secondary Education Act (ESEA) intended as a "how to do it guide" for local Title I ESEA administrators to help them plan and implement effective programs that comply with the provisions of the law. The manual consists of an introduction and nine chapters. It was written by many contributors under a contract with the Department of Education. Charles Blaschke was the project's director.
