Abstract

The purpose of this study was (a) fact-finding, determining the new issues in labor arbitration in the private sector, and (b) forecasting the future issues for arbitration. The study also sought to analyze the agreement and the disagreement of the issues between (a) experts in labor relations, i.e., union representatives, company lawyers, company representatives, arbitrators, and union lawyers, and (b) geographic regions in the U.S. These objectives were accomplished through the use of a research technique known as the Delphi. A total of 163 individuals participated for the entire three-round Delphi survey. The first round consisted of six broad area categories. The experts were asked to comment on new and future issues under each of the broad categories, or add other areas not listed. The results of Round One were listed and presented to the experts in a random order on the Round Two Questionnaire. The broad area classification headings were not used in Round Two in anticipation that some issues might be ranked because of the broad area heading, rather than the detailed issue itself. Thus, by eliminating the broad area headings in round Two, the experts were forced to read the list of issues and rank the issues individually. In the third and final round, the broad areas were again shown, along with the important" developments under each broad area category.
