| dc.description.abstract | This paper describes a basewide energy performance contract in progress at Hill Air Force Base (AFB) near Ogden, Utah. This performance contract differs from many performance contracts in that energy conservation measures (ECMs) which provide short payback periods are used to finance a significant number of ECMs that address operational problems but do not pay back on their own merits within usual time constraints. The large scale and long term of the overall project provides the basis for fundamentally sound energy conservation opportunities which otherwise would be ignored. The initial ECM installations and selected proposed ECMs at Hill AFB illustrate the diversity of energy savings opportunities that can be achieved when a basewide approach is undertaken. | en |
