Item Working with the Tenth Street Neighborhood: Tenth Street Historic District, Dallas(Texas A&M University. College of Architecture) Jain, Priya; Calvesbert, Tyrene; Baaske, Benjamin; Lopez-Dinardi, Marcelo; Akhozheya, Boshra; Guzman, Samatha; Olguín, SerafínOak Cliff's Tenth Street Neighborhood, a historic freedmen's town in South Dallas, listed on the National Register of Historic Places in 1994, is one of the nation's Freedmen's Towns known for its collection of modest folk and vernacular dwellings dating from the late 19th to the early 20th centuries. The neighborhood faces ongoing threats, including disinvestments, demolitions, and gentrification pressures, which makes it one of America's most endangered historic places (2019). At the request of the Southern Dallas Progress CDC, Texas Target Communities received funding from Dr. Walter Peacock with Bryan Mitchell's Master Builder Endowment by hosting the Mitchell Interdisciplinary Studio 2024. This initiative was launched to advocate for housing, support and leverage academic research, and involve practitioners to assist with preserving and restoring historic landscapes, spaces, and buildings. The project spanned four graduate and undergraduate design studios, including joint virtual guest lectures, shared final presentations, and the exchange of self-generated documents and information. Students participated in a field trip, featuring two walking tour sessions led by a former landmark commissioner, visits to renovated historic houses, lunch discussions with residents, and a visit to Preservation Dallas where primary documents were shared in addition to a joint visit by the City of Dallas's current landmark commissioner, Chief Preservation Planner, and Senior Planner.Item Jefferson Comprehensive Plan(2024-08-20) Jeewasmi Thapa; Ivis Garcia; Alexander Hardy; Caroline Couch; Connor Ford; Keerti Rath; Laura Lee Gunn; Elizabeth Dupont; Farzana Ahmed; John Hoang; Subin Yee; Taylor Cooleen; Cassidy Fielding; Cole Bakley; Gwen Jones; Mahya Mahdavi; Noah Garcia; Elizabeth DupontThe Jefferson Economic Development Corporation and the Jefferson City Council contacted Texas Target Communities at Texas A&M University to help the community plan for the future. While the City had conducted a planning and capacity study in 2019, the community had never come together to discuss their needs and priorities. The new partnership with TAMU presented an opportunity to connect with residents, review and validate the findings of the previous planning study, and foster a collaborative envisioning of the future.Item 25 HOUSTON ZIP CODES: A COMMUNITY LEVEL PUBLIC POLICY ANALYSIS(2024-03-27) White, Charles X; Pizarro, Carlo; Hoque, Amanda; Cooper, John T. Jr.This analysis captures trends from specific areas of Houston, including two key influencers, (1) city government is in business for itself, and (2) lack of job development is a specific area resulting in unstable resource pools and a substantial toxic disconnect with elected officials and stakeholders. The prevailing jurisdictional edicts produce a steady diet of temporary fix initiatives. And declining public safety and health services. Surveys conducted by Charity Productions over the past nineteen years with homeowners, renters, and local businesses, provided great insight from a bottom-up perspective. These surveys become a part of the community institutional bank of knowledge on how gaps in service delivery consistently fails. The survey results overtime has revealed a fill in the blank puzzle of rotating priorities. Any four areas are laced with companion subset issues depending on the neighborhood. We are at the dawn of a New Age to find the missing links reducing disparity’s grip on underserved neighborhoods. This analysis uncovered a translation of service delivery DNA markers to an operational vehicle that reduces inequities. A change in the operational aspects will improve the change of the culture and climate of service delivery to underserved neighborhoods. Changing the trajectory of research from a bookshelf, of potential new research grants into a functional data transformation center of exchanges with sustainable field-tested program outlets. In this new age will introduce new terms, redefine old terms and clarify mis-defined phrases. The Jefferson Economic Development Corporation (JEDCO) and the Jefferson City Council reached out to Texas Target Communities (TxTC) to conduct community engagement via public and stakeholder activities to hear directly from community members regarding the strengths, weaknesses, opportunities, and challenges in Jefferson. Community engagement was conducted via four activities – a public meeting, pop-up events, an online engagement website, and stakeholder interviews – designed to reach a diverse group to ensure an accurate representation of Jefferson’s population. The findings of this engagement effort seek to capture the current thoughts and opinions of the community and serve to set priorities for future growth. The City reached out to TxTC to help plan a levee green space overlay project, which includes an $80 million the US Army Corps of Engineers levee project that will span approximately 6 miles through Wharton and along the banks of the Colorado River. The project proposes a levee green space along the bank of the Colorado River in the City of Wharton, located about 50 miles southwest of Houston, based on the flood control system. Rockport is a resilient community dedicated to sustainable growth and attracting businesses to the area. Rockport is a charming town that offers a close-knit community feel and is a popular tourist destination for marine recreation, fairs, and exhibitions throughout the year. The Comprehensive Plan 2020-2040 is designed to guide the city of Rockport for its future growth. The guiding principles for this planning process were Rockport's vision statement and its corresponding goals, which were crafted by the task force. Stakeholder groups were formed, and various meetings were held to determine community issues, assets, challenges, and opportunities through the scope of each stakeholder group. Additionally, several different engagement activities were taken to gather ideas, thoughts, and opinions from the general community. ENDEAVR (Envisioning the Neo-traditional Development by Embracing the Autonomous Vehicles Realm)— is an ambitious project to re-envision ”smart” city solutions in small towns with students from a wide range of university degree programs in urban planning, landscape architecture, visualization, computer science, and civil, electrical and mechanical engineering. ENDEAVR launched in 2018 with a $300,000 grant from the Keck Foundation, which supports projects that promote inventive educational approaches. The City of Nolanville sought to explore “smart” city solutions to make efficient and prudent improvements to traffic flow, public safety, optimize utility systems, high-bandwidth digital networks, and foster autonomous vehicles. Additionally, TxTC included these “smart” city solutions to update its 2015 comprehensive plan. Building on the appreciative inquiry conducted by Stephen F. Austin State University (SFA) School of Social Work, the plan includes a neighborhood center with parks, athletic fields, trails, housing, commercial development, and various neighborhood services.Item North Lufkin Neighborhood - Community Centric Design(2017-05) Monroe, BrandonTexas Target Communities worked with the T.T.L. The growth includes population, economy, and other factors that affect transportation infrastructure. Issues are addressed, and recommendations are made for both an immediate impact and for future impacts.
