Item 25 HOUSTON ZIP CODES: A COMMUNITY LEVEL PUBLIC POLICY ANALYSIS(2024-03-27) White, Charles X; Pizarro, Carlo; Hoque, Amanda; Cooper, John T. Jr.This analysis captures trends from specific areas of Houston, including two key influencers, (1) city government is in business for itself, and (2) lack of job development is a specific area resulting in unstable resource pools and a substantial toxic disconnect with elected officials and stakeholders. The prevailing jurisdictional edicts produce a steady diet of temporary fix initiatives. And declining public safety and health services. Surveys conducted by Charity Productions over the past nineteen years with homeowners, renters, and local businesses, provided great insight from a bottom-up perspective. These surveys become a part of the community institutional bank of knowledge on how gaps in service delivery consistently fails. The survey results overtime has revealed a fill in the blank puzzle of rotating priorities. Any four areas are laced with companion subset issues depending on the neighborhood. We are at the dawn of a New Age to find the missing links reducing disparity’s grip on underserved neighborhoods. This analysis uncovered a translation of service delivery DNA markers to an operational vehicle that reduces inequities. A change in the operational aspects will improve the change of the culture and climate of service delivery to underserved neighborhoods. Changing the trajectory of research from a bookshelf, of potential new research grants into a functional data transformation center of exchanges with sustainable field-tested program outlets. In this new age will introduce new terms, redefine old terms and clarify mis-defined phrases. These proclamations will be accomplished by using an arrangement of proven and accepted practices starting with evidence-based approaches to problem solving and service delivery at the neighborhood level listed as hard to serve.Item Affordable Housing Assessment for Bastrop County, TX(2016-05-12) Abou Shakra, Vera; Tedford, Emily; Cooper, John T. Jr.; Masterson, Jaimie HicksThe focus of the assessment is affordable housing within the County, as well as tools to encourage more affordable housing options. Similar comprehensive housing studies have been conducted in the County, but were limited to the City of Bastrop and focused on the housing market as a whole. The two studies completed were a comprehensive housing study, conducted by Bastrop Economic Development Corporation, and a multi-family feasibility report, prepared by Capitol Market Research. The objective for the housing assessment is to conduct an affordable housing supply and demand analysis based on expected population trends. This assessment recommends areas for where affordable housing should be encouraged based on a Geographic Information System (GIS) suitability analysis. Parcel-level data was used to highlight potential sites for affordable housing in the three major cities of the County: City of Bastrop, City of Smithville, and the City of Elgin. In addition, this assessment describes housing programs well suited for the area that focuses on non-governmental programs, which provides funds for nonprofit organizations. The primary data and information source that we used to conduct this study include the following: 1) Population trends and demographic characteristics from the U.S. Bureau of the Census 2010 decennial survey, 2014 American Community Survey (ACS), Esri’s Business Analyst Online, Bastrop Economic Development Corporation, Texas Water Development Board, and Texas State Data Center 2) Social and economic characteristics from 2014 American Community Survey (ACS), and Esri’s Business Analyst Online 3) Housing market characteristics, including rental and ownership data, from U.S. Bureau of the Census 2010 decennial survey and 2014 American Community Survey (ACS) 4) Geographic Information System data from the U.S Census Bureau, Texas Natural Resource Information System, Texas Parks and Wildlife Department, and Federal Emergency Management Agency (FEMA)Item Bastrop Asset Map Tool(2016-05-12) Thapa, Jeewasmi; Tedford, Emily; Cooper, John T. The purpose of this map is to be use by social service providers and non-profit workers to point individuals or families to services and opportunities in the Bastrop County community.Item Beaumont North End Community Revitalization Vision(Texas A&M University, 2008)Beaumont Neighborhood Conditions Report- With the Beaumont Housing Authority, one course assessed current neighborhood completed a detailed survey and inventory of existing conditions. Northend Community Revitalization Plan- The recommendations were intended to serve as a guide to the neighborhood stakeholders as they began the preparation of an official neighborhood plan, to include a formal community vision, and goals, policies, and guidelines for redevelopment of the North End. The plan includes specific recommendations in the area of: land use, housing, economic development, traffic flow and accessibility, parks and recreation development, and community empowerment. The community consists of very dedicated and involved residents who want to better their community. According to Rockport citizens, the city’s population is still down 20% a year and a half after Hurricane Harvey. Due to limited time and resources, the data reported throughout this State of Community Report are not a complete representation of the full effects that Hurricane Harvey brought to the city of Rockport. Proposals for future land use and the central commercial core of were addressed in detail. Special attention was given to the economic development of the city. This document also looks at the history and background, natural environment, existing and future population, and regional economic profile of Madisonville. Existing land use, community facilities, urban infrastructure, and the transportation system were examined.
