Item Commercial Energy Code Enforcement in Oregon and Washington(Energy Systems Laboratory (http://esl.tamu.edu), 1988) Johnson, M.; Miller, W.; O'Neill, M.In recent years, many states and local jurisdictions have passed mandatory building codes to achieve energy efficiency in new construction. All too often the political bodies that pass these codes assume that because it's the law, new buildings will be deigned and constructed to these new energy efficient standards. Two recent studies in Oregon and Washington indicate that due to a variety of reasons, just the opposite may be true for commercial buildings in these states. As a result, the intent of the law is being circumvented and the intended savings are not being realized.Item The Impact of Above-Sheathing Ventilation on the Thermal and Moisture Performance of Steep-Slope Residential Roofs and Attics(Energy Systems Laboratory (http://esl.tamu.edu), 2006) Miller, W.; Karagiozis, A.; Wilson, J.Item Obtaining and Ensuring Persistence of O&M Savings Through Resource Conservation Management(Energy Systems Laboratory (http://esl.tamu.edu), 2001) Miller, W.Resource conservation management is a management program similar to financial management in that its success requires commitment by all levels of the organization to the process as well as an accounting procedure and auditing of critical components. Resource conservation management provides a framework for all elements of efficient building operations and maintenance. The savings connected with the program are principally connected with changes in the way buildings are operated and maintained. This paper discusses the evolution of the resource conservation management service and the savings associated with the two-year pilot effort with seven school districts as well as the critical components of a successful program. The hope is that top-management will recognize the value of resource conservation management in keeping their overhead costs under control and will incorporate it into the management structure of their jurisdiction or firm.Item Whole House Thermal Performance of Asphalt Shingles Exploiting Special Infrared Reflective Pigments(Energy Systems Laboratory (http://esl.tamu.edu), 2006) Hahn, L.; Miller, W.; Desjarlais, A.; Jacobs, J.; Youngquist, A.
