After many years of negotiations, the National Education Association and the American Federation of Teachers were poised to merge, but the 1998 Representative Assembly failed to approve this merger. This thesis examines the history and culture of these two teachers' unions, and the influence they had on the merger. A close textual analysis was performed on the speeches and web documents regarding the merger as well as debates pertaining to unity of the two unions.en
