This thesis critically examines the discourse of the Healthy Communities movement for its radical and reformist tendencies. An analysis of Healthy Community literature and ethnographic participant-observation of two initiatives begins to reveal how the holistic, ecological language of Healthy Communities may promote radical change. I argue that in order to realize this potential, individual initiatives must supplant the discourse of radical individualism in scientific medicine and bureaucracy with the "second language" of the common good. Feminist and Marxist theory identify the concepts of mutual responsibility, connectedness and equity which Healthy Communities must promote in order to achieve structural level change in communities.en
