This paper reviews and summarizes techniques for monitoring thermal energy flows for the purpose of verifying energy savings in industrial and large institutional energy conservation projects. Approaches for monitoring hot and chilled water, steam, steam condensate and boiler feedwater in large facilities are described. Insights gained and lessons learned through the actual in-field installation of thermal monitoring equipment for energy savings verification purposes at over 100 sites at various locations throughout the United States are presented.en
