Abstract
A critical step in initiating or facilitating an effective economic development project is to determine if the community is actually prepared to take on such a difficult task. This publication can help community leaders determine how "prepared a community really is by assessing the degree of interest in the project, the level of organization already present, and the community's goals. This publication has guidelines for setting and achieving a community's goals for economic development.
