Abstract
This report contains an identification of generally recognized social and economic program components which have been attempted by developing countries in the past with varying degrees of success (Chapter I); a discussion of the delivery system options whereby these components can be made available to low-income groups (Chapter II); an analysis of potential target groups among the urban poor and how these groups relate to particular social and economic program elements (Chapter III); a presentation of a possible planning framework to develop immediate action projects and to provide a long-range strategy to develop a city-wide program as well as a methodology for monitoring and evaluation (Chapter IV). The analytical framework for preparing supplementary social and economic program components in support of a Housing Guaranty Project was applied on a case study basis to Tunis, Tunisia.
