Abstract
Maintenance, rehabilitation and reconstruction (MRR) work to rigid pavement roadways requires a great demand of time, effort, and money. The nature of this work not only affects state highway agencies (SHAs) but also, roadway users and local communities and businesses. This study identifies the critical issues SHAs must assess in the design phase of a MRR roadway project with the objective of selecting the preferred cost-effective pavement treatment, while minimizing traffic disruption, easing construction, and improving public acceptance. A comprehensive literature search was conducted to investigate the factors involved in the process for developing MRR strategies. Based on the literature review and assessment of current research, a decision process to develop, evaluate, and select appropriate MRR strategies was developed. This decision process was then presented to SHAs with the purpose of validating its comprehensiveness and practical nature. A guideline document that illustrates the main focus of each step of the decision process was developed. Two on-site interviews were performed with SHAs with the purpose of collecting data of two actual MRR highway projects and developing two case studies. The developed case studies illustrate the applicability of the guideline document and practical nature of the decision process.
